thanks for joining us. i'm carolyn tyler. let's start with a quick first look at the weather with our meteorologist frances dinglasan in for lisa argen. >> thanks, carolyn. good morning, everyone. here's a look at live doppler 7hd. a big change this morning. no rain here in the bay area but i want to take you up to tahoe, where we are picking up some snowfall, the areas of white there in the south tahoe area. chains are required on highway 50. for us, you can expect a cool and clear start so we are starting to see the clouds break up. cool numbers, though, with temperatures in the low 30s to near 40. by this afternoon more sunshine. temperatures climbing up into the low 50s. some upper 40s stick around. then this evening we cool around again with clearer skies. we will be dropping down into the 40s if you have evening plans. carolyn? >> thank you, frances. breaking news in san jose, where investigators continue sifting through the charred rue ins of an apartment. three people died after flames swept through third apartment la

. >> carolyn, they did tell us to get off the bridge. but you mentioned something earlier and the california highway patrol said it to us again, nick, we responded to 70 different road-related accidents this morning which is why whoa are allowing you to stay so you can keep pushing the message to slow down on the highway. carolyn, look over my shoulder. that truck we have been talking about all morning, crews are getting into place now to try and upright that truck. this is what we know. this is how it all went down. i want you to look at the video we shot. gusty winds knocked over this rig on the richmond raphael bridge. it was heading east along the midspan just before 5:00 a.m. when the heavy winds caused the vehicle to roll over. now, get this, when the truck slammed against the rail, the droifer was slammed on his side and will have to crawl out of the truck's cabin. cars have been allowed to pass the scene of the crash on the roadway's right shoulder. but since then they have blocked the traffic. back live and you can see the labor

it is blowing us over really. my photographer is bracing herself as she holds the camera here in pacifica. the peer is is closed. the rain is is steady but the wind making everything so treacherous it morning. the ocean is already coming oh over and breaking over the sea wall. as you can see the water is gusting as well. what is interesting is the waves themselves are smaller now that the wind is picking up but people across the coast across the bay area coast can expect anywhere from 16-foot waves today. as you you can imagine there aren't many people coming out. people are weein being warned e on alert for waves like this. because the is so awful, really no one is is out today. we did catch one man who shockingly enough told us this weather doesn't stop them from going outside. iten courages him to get out the door are. take a list. >> it is really windy right now. you you were talking your dog. >> not at all. no, we like it. we love the weather. we can't wait for it. plus we get the whole place to ourselves bec
